On 10 January 2012 at 15:50 when most employees of the department of Defence Headquarters where preparing to knock off, Minister Lindiwe Sisulu of the South African National Defence Force and the Vice President of the Council of Ministers, Mr Ulises Rosales Del Toro from Cuba sealed the memorandum of understanding (MOU) between the two countries.
This agreement is aimed at strengthening cooperation in areas such as military veterans, defence industries, military health, training and exchange programmes. Minister Sisulu praised the Cuban government for their discipline and deep sense of patriotism that our defence force can learn from.
The agreement will benefit our defence force and the country in terms of health-care systems, Cuban system is the best in the world and we can learn a lot from them. It is this type of expertise which we want to tap into and it could see us asking for assistance in our peacekeeping operations in Africa. “we also believe that we can adopt from Cuba’s military veterans programmes to develop our own programmes and how they have developed their civilian force which can be called on in times of need,” said Minister Sisulu.
