On 5th March 2012, at Rwanda Military Academy Nyakinama, a 3 week course on Law of Armed Conflict (LOAC) and military ethics was officially opened by Brig Gen Jack Musemakweli (RDF J5), on behalf of the RDF Chief of Defence Staff. The course will be attended by 30 military officers from the 5 EAC Partner States.
“These officers will discuss and share their experiences in dealing with moral questions and dilemmas in operational situations. The dilemmas indicate how difficult it is to take morally responsible decisions in situations that are intense, where time is usually short and peoples’ lives are at stake”, observed Brig Gen Musemakweli, while officially opening the course.
Under technical and financial facilitation of the Government of the Kingdom of the Netherlands, the just opened course aims at enhancing professionalism, international humanitarian law as well as military ethics in various areas of operations.
In his remarks, the Dutch Ambassador to Rwanda, H.E Frans Makken, commended Rwanda Defence Force’s professionalism.“This course brings closer the objective that you will be increasingly more capable of solving African problems in Africa with African forces”, Ambassador Makken further observed.
This is the 3rd Course of the kind hosted at Rwanda Military Academy Nyakinama.
